Nhs Pay Rise 2024 Decision: The courage and resolution of UNISON members who voted to take strike action have secured a pay offer from the government that would put money straight into the pockets of all NHS staff in England.
Unlike previous years, this offer isn’t an automatic payment that will arrive in your pay packet whether you vote or not. If you want this pay rise, you need to vote YES for it in UNISON’s consultation.
What the offer implies for you
So, what’s on the table? In addition to the £1,400 a year pay rise NHS staff got last autumn, the offer is:
An extra one-off lump sum begins at £1,655 for the lowest-paid staff and rises in value up the pay bands.
A permanent 5% pay rise on all pay points for 2023/24, worth at least £1,065.
A permanent 10.4% increase to Band 1 and the entry point of Band 2, raising the lowest pay point in the NHS to £11.45 an hour – 55p higher than the real Living Wage.

Your hard work has paid off. UNISON members have put in a phenomenal struggle over the last year – organising in your workplaces, going on strike and maintaining strong public support throughout. It is only because of your decision and loyalty that the government finally caved to our demands for talks and made us a significant offer.
Let’s be clear: this offer is not everything that hard-working NHS staff deserve. Negotiations were tough, and we worked hard to squeeze more money out of ministers than they initially wanted to commit. The brave minority of members who voted to strike has secured billions of pounds of additional pay investment under one of the most hostile governments we have known, in very uncertain economic times – this is a success against all the odds.
This is a conditional offer from the government. If UNISON and other union members don’t vote to accept it, the package will be off the table.
Instead, you will have to wait on a drawn-out Pay Review Body (PRB) process which is only looking at 2023/24 pay. That means no extra lump sum to top up 2022/23 pay. And it is likely to result in a lower 2023/24 pay award for everyone, without the real Living Wage for the lowest paid. We already know ministers have told the PRB to award no more than 3.5%. To challenge a PRB outcome, we will need to mount significantly higher levels of industrial action, on a much wider basis than before.
That is the choice you are making in this consultation: the certainty of what is on offer here, or entering a lengthy process that might deliver a lot less.
We believe the NHS is one team, and this offer is for all staff on the pay scales covered by NHS pay, terms and conditions. UNISON opposed proposals on divisive nurse-only pay awards and pay spines in the strongest terms, so those do not form part of the offer in front of you.
Elected representatives on UNISON’s lead NHS committee have carefully reviewed the offer and they recommend that members vote YES to accept it.

160,000 NHS staff – including nurses, midwives, paramedics, allied health professionals, porters and others – will receive an average 6.5% increase in pay in 2023-24.
This £568 million deal includes a commitment to deliver the most progressive package of terms and conditions reform in decades and support for workforce recruitment, sustainability and retention.

A total of £568 million has been committed for Agenda for Change pay in 2023-24. This equates to an average uplift of at least 6.5% for all staff at Band 8a and below.

All staff will also receive a one-off pro rata payment of between £387 and £939 depending on banding.
The offer also reaffirms previous commitments to work to reduce the working week, protect learning time and review band 5 job nursing profiles.
